Who we are
Rooks County Holdings was founded in 2013. Over the years, we’ve provided quality housing options to well over 1,000 residents/tenants in Northwest Kansas. The company is wholly owned by Steven R. Mongeau who has a Master’s Degree in Urban Planning & Real Estate, as well as a Certificate in Historic Preservation, from the University of Southern California & almost 30 years of experience in real estate development spanning the US with prior projects in Hawaii, Washington, Oregon, California, Texas, Kansas, Virginia, & Arkansas.

Our mission is to revitalize discarded and underutilized buildings into quality, affordable housing for local residents. Through thoughtful redevelopment, we preserve community character, reduce waste, and create sustainable living opportunities that strengthen the neighborhoods we serve.
